Xuchang, Henan: Protecting Lines Against External Damage in Autumn to Build a Safe Power Grid Corridor
“Hello, sir. For your safety, please keep away from areas with power logos when working and always maintain a safe distance from power lines…” On the morning of October 20, at a construction site between poles 60# and 61# of the 110kV Shuyan Line, operation and maintenance personnel of the transmission and distribution lines from State Grid Xuchang Power Supply Company were promoting safety knowledge on power facility protection to machinery operators at the construction site.
Since the beginning of autumn, the weather has gradually turned cool, leading to a peak period for various construction projects. The increase in large construction machinery such as cranes, excavators, and transport vehicles has raised the risk of external damage to power facilities. To ensure the safe and stable operation of power facilities, State Grid Xuchang Power Supply Company has summarized previous prevention and control experiences, prioritized the prevention of external damage as a key task, and deployed it in advance. Multiple departments have collaborated to establish a work model with divided responsibilities by zones, districts, and sections, with clear accountability, to comprehensively prevent and eliminate hidden dangers. A special working group for preventing external damage has been set up to organize staff to strengthen daily inspections of key lines and sections, shorten inspection cycles, and make full use of drone-based lean inspections to enhance patrols in key areas. Any detected incidents of damaging power facilities are promptly stopped. Intensified centralized hidden danger investigations are conducted to keep abreast of construction activities in line corridors. Dynamic management is implemented for illegal construction, unauthorized buildings, and hazard sources affecting line operation, to prevent accidents such as cranes or tower cranes mistakenly touching conductors and vehicles colliding with poles within the jurisdiction. Illegal activities like building houses or excavating soil in line corridors are promptly identified and stopped, effectively preventing tripping accidents caused by external damage and ensuring the safe and stable operation of the power grid.
In addition, State Grid Xuchang Power Supply Company has actively carried out publicity activities on power facility protection, distributing brochures to residents along the lines and widely promoting knowledge related to the Regulations on the Protection of Power Facilities and the Electric Power Law, to help the public understand the importance of protecting power facilities.
Currently, operation and maintenance personnel of State Grid Xuchang Power Supply Company have detected and stopped over 20 cases of illegal construction, tree planting, house building, and other behaviors endangering line safety under the lines, effectively preventing hidden dangers that could affect the safe operation of the lines and ensuring the safe and stable operation of the regional power grid in autumn. Next, State Grid Xuchang Power Supply Company will continue to focus on “protecting people’s livelihood and promoting development”, continuously strengthen lean inspection management of the power grid, and take multiple measures to build a solid safety barrier against external damage to the power grid.
