Jiyuan, Henan: Integrating “Inspection and Rectification” to Enhance Electric Power Security Assurance

“The drainage facilities are in good condition, and the temperature measurement system is functioning normally.” On October 20th, at the 220kV Jinghua Substation, substation operation and maintenance personnel from State Grid Jiyuan Power Supply Company carefully inspected the conditions of flood control, fire prevention, and other equipment. They refined measures such as reinforcing waterproof baffles, monitoring temperatures in cable interlayers, and detecting early fires in dense cable trench passages to improve the capacity for safe power supply.

Safety is the cornerstone of development and the guarantee for reliable power supply. In close alignment with the requirements of the three-year campaign to address root causes in work safety, State Grid Jiyuan Power Supply Company has designated this year as the “Intensive Tackling Year”. It has detailed 11 categories, 60 items, and 116 tasks covering all aspects and links, including intrinsic grid safety, personal safety guarantees, and safety supervision. Adhering to the principles of “strict control, integrated inspection and rectification, and ensuring practical results”, the company has solidly strengthened foundations, addressed weaknesses, and improved efficiency to fully enhance safety assurance capabilities.

In accordance with the concept of “full coverage and no omissions”, the company has comprehensively carried out inspections against the key tasks of the “Intensive Tackling Year” for work safety. Inspections cover aspects such as the fulfillment of safety responsibilities, grid carrying capacity, equipment operating status, construction operation control, safe supply of materials, application of technical equipment, and emergency capacity building. The company implements strict and pragmatic checks, ensuring all issues are inspected and accurately identified. For each identified weakness or deficiency, it conducts registration, compiles problem lists, clarifies problem categories, locations, severity, and professional affiliations, and implements a mechanism of “who inspects, who registers, who signs, and who reports” to ensure comprehensive and accurate problem diagnosis and weakness identification.

State Grid Jiyuan Power Supply Company adheres to the concept of “rectifying while inspecting, integrating inspection and rectification, and advancing in a coordinated manner”. Based on professional and responsibility affiliations, it organizes personnel to carefully analyze the causes of problems, formulate rectification measures for each issue, specify specific time limits for governance, and assign rectification responsibilities to departments, refine them to professions, and implement them to teams. This achieves organic integration of problem identification and rectification. The company strictly implements a “governance, review, and closure” system, intensifies tackling efforts, and ensures that “all problems are resolved, all hidden dangers are addressed, and all risks are controlled”, thus fundamentally rectifying various issues. Since the beginning of this year, the company has completed 99 problem rectifications, effectively improving grid safety and power supply assurance capabilities.

In addition, the company has strengthened safety responsibility awareness through methods such as “safety lectures by top leaders”, safety culture promotion in teams, and micro-lectures on safety at construction sites. These efforts have enhanced the comprehensive capabilities of personnel at all levels to identify deficiencies, address weaknesses, and ensure safety, providing a guarantee for the long-term stability of work safety.
