Jiyuan, Henan: “One Map and Two Lists” Enhance the Precision of Power Grid Flood Prevention

On September 18, State Grid Henan Jiyuan Power Supply Company, in accordance with the “Risk Management List for Power Facilities in Geologically Complex Areas”, organized personnel to conduct special inspections on 3 10-kV distribution lines and 79 electric poles in the Xiaoyou River area of Wangwu Town. It also carried out work such as clearing power corridors and maintaining and reinforcing infrastructure to ensure the safe operation of the power grid under continuous rainfall conditions.

Currently, frequent rainfall has posed challenges to the safe and reliable supply of electricity. Given that Jiyuan has a large area of mountains and hills and unique geographical landforms, State Grid Jiyuan Power Supply Company adheres to the principle of “prevention as the priority and precise prevention”. Closely integrating with actual conditions, it has carefully formulated the “Power Grid Flood Prevention Schematic Map”, the “Risk Management List for Power Facilities in Geologically Complex Areas”, and the “Flood Prevention Hidden Danger Inspection and Rectification List for Power Facilities”. Through the “One Map and Two Lists”, the company has enhanced the flood prevention capability of the power grid and ensured the safe and smooth supply of electricity.

Focusing on the layout of power facilities and the key points of safety prevention during the autumn flood season, the company conducted an in-depth analysis of the actual conditions of 42 35-kV and above substations and 357 power transmission and distribution lines, and carefully compiled the “Power Grid Flood Prevention Schematic Map”. This map clearly defines the flood prevention key points, monitoring priorities, and daily management and control key points for each substation and each line, enabling the staff to “have a clear picture with the map in hand” and improving the precision of flood prevention work. The company also carefully sorted out substations located in low-lying areas, power poles in geologically unstable areas, and power transmission and distribution facilities in special sections such as those crossing forest areas, valleys, and wind gaps. On this basis, it formulated the “Risk Management List for Power Facilities in Geologically Complex Areas”, refined the strategies of “one measure for one substation” and “one plan for one line” as well as inspection and operation and maintenance measures, and effectively implemented safety management and control and risk prevention work before, during, and after rainfall.

In addition, in line with the goals and key tasks of the three-year action for fundamentally improving work safety, State Grid Jiyuan Power Supply Company persists in thoroughly identifying hidden dangers, focusing on key prevention, and addressing both symptoms and root causes. It has strengthened work coordination, integrated professional resources, and increased the intensity of remote monitoring and on-site inspections of urban power supply lifeline lines and power transmission, transformation, and distribution facilities in key mountainous areas. For the hidden dangers identified, the company has listed them in the “Flood Prevention Hidden Danger Inspection and Rectification List for Power Facilities”, organized professionals to formulate rectification measures, and strictly implemented the cancellation system after rectification. These efforts have effectively improved the level of flood prevention work and ensured the stable operation of the power grid and the reliable supply of electricity under complex weather conditions.
