5 Minutes in Cities, 30 Minutes in Urban-Rural Areas ”– Injecting New Momentum into Smooth Travel Across Urban and Rural Regions

With the surge in the number of electric vehicles (EVs), the “difficulty in charging” has become a new public concern. Focusing on its core responsibilities, State Grid Shaoxing Keqiao Power Supply Branch has made building an efficient and convenient charging network a key task to serve people’s well-being and support green transformation. Actively responding to the district government’s arrangements, it has made all-out efforts to advance the construction of charging infrastructure, accelerating the formation of a “5-minute charging service circle in cities and 30-minute charging service circle in urban-rural areas” and injecting strong “electric momentum” into the high-quality development of Keqiao District.

Technology Empowers – Speeding Up Charging Efficiency

At the busy intersection of China Textile City United Market, Weng Yuliang, an EV owner, skillfully plugged in the liquid-cooled ultra-fast charging gun. In just 10 minutes, the range displayed on the dashboard increased by 200 kilometers.

The four liquid-cooled ultra-fast charging piles here are the “black technology” put into operation at China Textile City United Market last year. The liquid-cooling technology applied can effectively solve heat dissipation problems and improve charging efficiency. “This 360kW high-power system has a single-gun peak output power of up to 360kW, which means it can charge 360 kWh per hour in theory – approximately 2 kilometers of range added every 3 seconds,” introduced Xu Wenqiang, Director of China Textile City Power Supply Institute under State Grid Shaoxing Keqiao Power Supply Branch. In scenarios where multiple vehicles are charging simultaneously, the liquid-cooled ultra-fast charging system can also intelligently distribute output power according to the conditions of each vehicle. It is more adaptable to extreme weather such as high and low temperatures, significantly enhancing charging efficiency and stability.

Meanwhile, this charging station equipped with “liquid-cooled ultra-fast charging” is also Keqiao’s first integrated optical storage and charging station. In the early stage of the project, State Grid Shaoxing Keqiao Power Supply Branch organized expert teams to conduct on-site surveys multiple times, conducting a comprehensive assessment of the project from economic, technical, and environmental perspectives. Based on charging demand and load characteristics, it issued a feasibility plan and report, and formulated a 1,880 kVA power supply plan to provide power support for the project’s implementation. During the construction process, customer managers provided full-process tracking and response, strictly organized acceptance checks, and in the subsequent phased construction of fast charging piles, ultra-fast charging piles, energy storage, and photovoltaics, continued to proactively coordinate to solve electricity-related problems, ensuring the smooth progress of each phase.

Today, relying on reliable power support, this station provides 24-hour efficient services for the heavy traffic at the intersection of the elevated road and the market, effectively alleviating the pain points of “difficult and slow charging” in the core area and becoming a bright business card for convenient and green travel in Keqiao. In addition, through refined services and policy coordination, State Grid Shaoxing Keqiao Power Supply Branch has helped reduce the off-peak charging fee at the station to as low as 0.56 yuan per kWh, and guided operating vehicles such as online ride-hailing cars to charge during off-peak hours, achieving a win-win situation of cost reduction for users and peak shaving for the power grid.

Power Grid Expansion – Connecting the “Last Mile” for Convenience

The “capillaries” of the charging network are accelerating their extension to rural areas. “I never expected to find fast charging in the mountain village – it’s so convenient!” Mr. Wang, a tourist, couldn’t hide his surprise at the ancient road parking lot in Yuewangzheng Village, Xialv Town.

Facing the realities of Yuewangzheng Village’s large area, difficulties in installing private charging piles for some villagers, and high tourist demand, State Grid Shaoxing Keqiao Power Supply Branch conducted in-depth communication with the village committee, scientifically planned the power grid access route, and completed the power supporting facilities at key locations such as the village committee and the family banquet center in the shortest time. Four public charging piles were built, bringing green and convenient charging services directly to the mountains.

Such rural public charging piles that benefit people are no longer rare. Songjiadian Village in Pingshui Town is located in the southern mountainous area. State Grid Shaoxing Keqiao Power Supply Branch, based on local conditions, deployed slow charging piles at locations such as the village committee parking lot. Villagers generally reported that in the past, they had to drive half an hour to the town specifically to charge their cars – a process that was time-consuming and laborious, and also consumed valuable battery range. Now, they can charge “right at their doorstep,” greatly improving the convenience and economy of daily use, and making it a tangible benefit for the people.

To ensure efficient coverage of the rural charging network, State Grid Shaoxing Keqiao Power Supply Branch actively promoted the construction of the “Village-to-Village Connection” project last year. Taking the charging pile project in 12 natural villages in Maan Sub-district as an example, the branch planned the supporting projects in advance, reversed the construction timelines for transformer installation, cable laying, and meter box installation, and leveraged its local advantages to cooperate with integrated energy companies and village committees to handle policy connection. In the end, the relevant supporting projects added 1 public transformer, 11 three-phase meter boxes, and laid approximately 600 meters of low-voltage cables, removing obstacles for the implementation of charging piles.

Full-Scale Response – Empowering the Blueprint of the Charging Network

The rapid expansion of Keqiao District’s urban-rural charging network benefits from the efficient implementation of government planning and the strong support of a robust power grid. Closely following the Keqiao District Government’s layout plan for EV charging facilities, State Grid Shaoxing Keqiao Power Supply Branch has integrated the principles of “scientific layout, appropriate advancement, innovative integration, and safety and convenience” into power grid construction and transformation, making every effort to ensure fast and safe power access at planned locations.

In 2024, State Grid Shaoxing Keqiao Power Supply Branch efficiently completed supporting power grid projects, supporting the addition of 1,625 new public charging facilities in the district, including 563 in rural areas – reaching 232.1% and 187.7% of the annual construction targets respectively, with the number of new facilities ranking first in the city. In the first half of 2025, it supported the addition of 231 new public charging facilities, including 79 in rural areas – meeting 100% and 131.7% of the annual construction targets respectively.

Driven by strong power support, Keqiao District’s “5-minute in cities, 30-minute in urban-rural areas” charging circle is rapidly transforming from a blueprint into reality. By the end of 2025, the number of public charging facilities in the district will exceed 3,000, including no less than 500 in rural areas. The charging service radius in the core urban area will be reduced to within 1 kilometer, and the charging service radius in suburban areas will not exceed 2 kilometers.

State Grid Shaoxing Keqiao Power Supply Branch will continue to optimize the power grid structure and improve intelligent operation and maintenance capabilities. With higher standards and more practical measures, it will ensure the safe, stable, and efficient operation of the charging network, promote the in-depth integration of convenient charging services into urban and rural life, and contribute solid power support to creating a greener and more convenient new travel landscape in Keqiao.
