State Grid Zhejiang: Power Grids Get Community Boost — “Thousands of Lights” Initiative
On April 11, State Grid Zhejiang Electric Power launched the pilot phase of its “Thousands of Households, Myriad Lights” initiative in Jinping Subdistrict, Xikou Town, and Chunhu Subdistrict of Fenghua District, Ningbo, Zhejiang Province. The initiative marks a key step forward in the deep integration of power services with grassroots governance.
The pilot program is built around the concept of “Party building synergy,” establishing a tripartite coordination mechanism among towns/subdistricts, villages/communities, and the power supply company. Power community managers are embedded into grassroots grid service systems through a flexible approach combining “WeChat group participation + regular on-site presence,” providing villages and communities with more accessible, higher-quality, and efficient power service support.

Fengzheng Intelligent Manufacturing Park, located in the Binhai New Area of Chunhu Subdistrict, Fenghua District, Ningbo, comprises 16 standardized factory buildings and one administrative center. Oriented toward the high-end intelligent equipment industry, the park aims to become a model for next-generation smart manufacturing. In addition to standard power access and safety services, State Grid Zhejiang Electric Power also offers technical and business guidance for the park’s photovoltaic projects. Furthermore, the “Sunshine Manager” digital settlement platform has been introduced, enabling one-stop electricity bill settlement services for enterprises within the park.

Beyond industrial parks, the local power company has implemented a three-tiered service list system—core services, value-added services, and volunteer services—for urban and rural communities alike. The core services list addresses essential needs such as power safety and access consultation. The value-added services list offers tailored options like energy-saving upgrades and professional operation and maintenance. Meanwhile, the volunteer services list, supported by the “Electric Power Grassroots” volunteer team, delivers warmth and care to vulnerable groups. This stratified and categorized service model ensures that power service provision is not only effective but also compassionate.
“From the glow of a single light to a galaxy of illumination in thousands of households, embedding professional power services into communities is a new endeavor in fulfilling our mission of ‘Electric Power for the People,’” said Yu Gangzhi, Director of the Marketing Department at the local power company. As the pilot program progresses, a comprehensive vision of “full grid coverage and zero-distance services” is steadily taking shape, injecting new vitality into the modernization of grassroots governance in Fenghua District.
Looking ahead, State Grid Zhejiang Electric Power will continue to leverage its strengths in the power sector to explore collaborative applications of electricity data in community settings.
