State Grid Shangqiu Power Supply Company: Accelerating Power Line Relocation to Facilitate Xiong’an-Shangqiu High-Speed Railway Construction
On 28th October, State Grid Shangqiu Power Supply Company successfully completed the relocation of three 6-circuit 220kV and one 35kV power lines, ensuring the smooth progression of the Beijing-Xiong’an-Shangqiu High-Speed Railway project.

The Xiong’an-Shangqiu High-Speed Railway is a vital segment of China’s national high-speed railway network, strategically positioned within the “Eight Vertical and Eight Horizontal” grid as part of the Hong Kong-Taiwan corridor. It serves as the main north-south passenger transport route in central China, significantly contributing to the region’s economic upliftment, integration with the Belt and Road Initiative, and promotion of high-quality economic and social development. The Shangqiu section of this railway entails the relocation of five sets of 12-circuit power lines. Among these, the 220kV I Shangjin and Cuijin lines intersect the high-speed rail at non-compliant heights and crossing angles, necessitating tower relocations and elevation of crossing lines to meet railway construction standards and ensure the safe operation of both the power line and the high-speed railway infrastructures.
To ensure the successful construction of the Beijing-Xiong’an-Shangqiu High-Speed Railway, State Grid Shangqiu Power Supply Company prioritised the relocation of these power lines, overcoming challenges such as the complex shutdown of high-voltage lines, difficult construction site access, and tight project timelines. The company strengthened its internal management by establishing a dedicated relocation task force, precisely defining roles, and entrusting senior leaders with project oversight. Regular daily and weekly updates were implemented to sustain momentum on the power line relocation work. Moreover, the company established a regular and effective coordination mechanism with design institutes and construction units to collaboratively address challenges encountered during the design and construction phases, ensuring that power line relocation work proceeded as scheduled. They worked closely with the power dispatching control centre and safety supervision department to optimise grid operations and work procedures, minimising operational risks and ensuring the safe execution of the relocation project. Externally, the company actively coordinated with selected contractors to finalise power line relocation agreements, closely monitored the procurement, production, and delivery of relocation materials, and assisted the Shangqiu Railway Construction Office and contractors in coordinating land use for the construction project to ensure seamless progress. Additionally, the company strengthened communication with China Railway Zhengzhou Group Co., Ltd., jointly completing the application for power outage windows for two 220kV high-speed railway power supply lines, providing strong support for the successful relocation of the 220kV lines at the Shangnan Expressway section of the Xiong’an-Shangqiu High-Speed Railway, and ensuring the project’s swift progression into the “fast lane.” (By Ji Junguo)
