Henan Nanyang: “Village-Net Co-construction” Powers Rural Revitalization

“We have crafted a collaborative service model of ‘Power Liaison Officers and Power Grid Officers,’ harnessing the ‘Village-Net Co-construction’ project to extend rural power supply services and fully support rural revitalization,” explained Wen Xuecen, a “Power Grid Officer” spearheading a team inspecting power lines in the fields of Yinying Village in Zhenping County, Nanyang City, Henan Province, on October 31st.
To address the gaps in rural power services and expedite upgrades, State Grid Zhenping County Power Supply Company has launched a “Village-Net Co-construction” power convenience service pilot. This scheme is in synergy with the evolving social development landscape and the burgeoning electricity demands of rural residents, aiding in the creation of habitable, business-oriented, and picturesque rural locales.
“Our choice fell on Yinying Village in Yangying Town, within the jurisdiction of Yudu Power Supply Station, as a pilot site for the ‘Village-Net Co-construction’ services. We inked a ‘Village Network Co-construction’ agreement, equipped the village committee with advertisement machines, self-service payment kiosks, and other convenience items. The service hub provides a comprehensive ‘one-stop service’ for customers, offering electricity consultations, information inquiries, billing transactions, receipt collection, and power outage notifications. Further convenience is provided via the ‘Online State Grid’ app, which allows customers to directly apply for new installations, capacity upgrades, and alterations to their electricity services,” introduced Quan Qiang, the Director of the Marketing Department at State Grid Zhenping County Power Supply Company.
State Grid Zhenping County Power Supply Company is also championing the “Power Liaison Officer + Power Grid Officer” collaborative service model, pairing power liaison officers appointed by village organizations with power grid officers, who are customer managers from the power supply stations. This partnership ensures regular communication and on-site collaboration at least one working day per week at the power convenience service hub, facilitating the exchange of information and mutual advancement. Additionally, the company’s inspection department conducts regular and unscheduled checks to monitor the model’s operation, effectiveness, and customer satisfaction of this collaborative service model to ensure it functions well, delivers tangible outcomes, and benefits customers.
Furthermore, the company has initiated a fixed-point contact service mechanism with each village, deploying party member service teams to provide specialized care services and extended power-related services to vulnerable groups such as poverty-stricken households, monitors for preventing poverty relapse, low-income households, left-behind children, and disabled individuals. To support agricultural production, they guarantee power supply and high-quality services during crucial farming periods. By taking into account seasonal characteristics and power usage patterns, they conduct promotional activities on safe, economical, and green electricity usage targeted at households, schools, and agricultural fields. These efforts provide zero-distance power services that illuminate the path to rural revitalization.
