State Grid Shangqiu Power Supply Company: Ensuring Operational Safety and Compliance through "Countering the Three Violations and Eliminating Five Hazards" Initiative

On 30th October, State Grid Shangqiu Power Supply Company launched its “Countering the Three Violations and Eliminating Five Hazards” campaign at live line work sites, in synergy with the seasonal inspection regimen to ensure the secure and stable functioning of the power grid.

At a joint live work site in Minquan County, teams from both State Grid Shangqiu Power Supply Company and its local branch meticulously devised an action plan for the campaign. Emphasising stringent high-risk management, the focus was primarily on operations involving working at heights and heavy lifting. Adherence to stringent preventive measures against falls, object strikes, and electric shocks was made compulsory to ensure that work site operations were carried out safely, efficiently, and dependably. The campaign placed a premium on managing height-related risks, with comprehensive safety responsibilities delineated at every organisational tier to ensure site accountability. Workers were provided with safety education, including cautionary imagery and risk disclosures, to ensure they had a complete understanding of their tasks, procedures, potential dangers, and protective measures.

Before any live work, all personnel were required to memorize the “Combating Three Violations and Eliminating Five Hazards” guidelines on-site. Failure to do so would result in denial of access to the work site, thereby rigorously enforcing the “people first, life first” ethos by focusing on  effectively managing safety risks associated with personnel, the power grid, equipment, fire, and traffic safety. This approach aimed to ensure full accountability among all staff for safety practices and to secure the safe operation of the power grid.

In enforcing these measures, the Live Line Operation team from State Grid Shangqiu Power Supply Company, in collaboration with the company’s Safety Supervision Department, ramps up a crackdown on violations, targeting areas with historically high non-compliance rates. They’ve introduced a cohesive strategy that pairs “Maintenance Personnel with Safety Supervisors and Drones” to deliver uncompromising on-site safety surveillance and ensure zero violations. Furthermore, they have reinforced the visibility and accountability of maintenance personnel while also tightening the scrutiny of the two-ticket system to ensure a 100% compliance rate in its execution at the work sites.
