Foreign Minister Marise Payne says before the current outbreak the Department of Foreign Affairs and Trade had eight flights scheduled to leave India in May - with a focus on transporting the 9,000 registered Australians in India.
Ms Payne said of the 9,000, 650 were registered as “vulnerable” - with the figure likely to increase as the situation in India worsens and while the “temporary pause” of flights out of India continues.

It has led to the current situation, where less than half of those arriving in Australia in February were citizens.
“It’s really devastating to see when people on social media say: ‘Just let them stay there’. What kind of thing is that to say about a fellow Australian?”
“Indian-Australians are seeing this as a racist policy because we are being treated different than people from other countries who have had similar waves of infection like the U.S., the UK and Europe. It is very hard to feel anything other than targeted as an ethnic group.”
Human rights groups also voiced indignation at the ban, suggesting the government’s focus should be on improving its quarantine system, not on punishment.
“This is an outrageous response. Australians have a right of return to their own country,” Human Rights Watch’s Australia director, Elaine Pearson said in a statement.

“It’s so heartbreaking the way they have treated Australians, who went there with the government’s permission, who have been trying to get home since before this current wave. What sort of values system does our government have?”
“They’ve stopped seeing us as citizens – there are so few options for Australians to return when the flights do resume. But if you’re a cricketer and can afford to charter a flight, do you deserve to be safe more than others? It’s nonsense,” Deepa said.
