《道路自信：实现中国梦的必由之路》

中国政府是人民的政府，国家发展的议程也由人民参与制定。印度塔塔钢铁公司副总裁阿伦•米斯拉这样说到。

中国政府是一个人民政府，是一个人民共和国，所以发展议程由人民制定。能够深入人民群众之中，我觉得这一点很好。而中国的发展也是实实在在切实可见的。走遍中国的话，就能看到中国的发展，以及人民如何参与建设。

Chinese government have been a people’s government, is a people’s republic, so the agenda of development is set by the people. So with surrounded by the people, I think it’s good and China has developed. It’s visible now. You go across China, you can see the kind of development which has happen and how people are becoming part of it.

比利时驻华大使马怀宇见证了中国过去三十年来取得的成就以及面临的挑战。

过去三十年里的现实表明中国的发展是实实在在的，是涵盖方方面面的。我相信中国会继续沿着中国道路前进并实现其目标。当然，每个国家，包括我们国家和中国都面临着许多挑战，它们将成为中国发展道路上以及实现目标过程中的障碍。但是，我相信中国政府将会克服这些挑战，实现自己的目标。

The reality of the last thirty years show that the development is real and is really all compassing. So I have no doubt that China will continue on that path and achieve its goals. Of course, every country, my country and China have challenges to meet and they can be obstacles on the path to development and the achievement of the goals. But I trust that Chinese government will overcome those challenges and reach its goals.

“如果没有一种将整个中国团结起来的精神力量，你就看不到现在的中国。”秘鲁驻华大使胡安•卡洛斯•卡普纳伊这样认为：

九十年代的时候，当我来中国时，亚洲的另一个大国解体了，被分成了许多小国家。我跟一位教授谈到了这件事，他告诉我，这绝不会发生在中国，因为，中国人民拥护信任中国共产党。因此，中国共产党应该坚持自己的政策宗旨。如果没有一种将整个中国团结起来的精神力量，你就看不到现在的中国。因此，只有通过共产党才能将（中国人民）团结起来，而中国共产党正在发挥这一作用。

When I was here in the 90s, another big country in Asia fall apart and divided in many nations. I was talking with one professor and he told me that it will never happen in China, because the unity goes around the CPC and the people have confidence on the CPC. The CPC therefore has to do, has to be related to the existence and to the purpose of the Chinese policy. You cannot see China without the existence of one spirit, one power that keeps the whole country united. So the only way to keep all together is through the CPC and the CPC is playing that role.

中国的发展道路是由自身独特的历史轨迹决定的，新加坡国立大学东亚研究所所长郑永年对此有独到的见解：

我们有数不胜数的国际经验引以为鉴，中国不会采用西方制度，不管经济上还是政治上。世界上有些地方，比如中东，在布什政府“大中东”计划的推动下，实行了西方式的民主。但多年以后的今天，中东一片混乱。我们认为中东国家经过10年、20年甚至更长时间都难以走出这种境地。同样，在非洲，在拉丁美洲，我们也看到西方式民主并不适用。因此，我认为中国不会采用西方民主制度。中国是个具有悠久历史的文明古国。在近代中国，孙中山先生也采用了西式的议会体系，但失败了，这也导致了长时间的军阀混战。对于之后的很多代中国人而言，这段历史仍然记忆犹新。因此我想，尽管面对着西方国家的高压，中国也不会采用西方制度。特别是改革开放以后，中国找到了自身发展的道路。

We have abundant international experience to tell why China would not follow the West system, either in the economic system or political system. In other parts of the world, for example, in the Middle East, the US under the Bush government carried out a Greater Middle East plan to promote the western type of democracy there. But now after many years, the Middle East is in chaos. We don’t expect the Middle East countries will come out in the next ten or twenty years, or even longer time. Also in other parts of the world, in Africa, Latin America, western type of democracy does not work there. So I don’t think China will follow. China is a civilization state with a long history. Also in modern China, Dr. Sun Yat-sen used to try to practice the western type of Parliamentary system. But it was a failure. And it led to the failure of the parliamentary system, it led to warlordism for such a long period. So for many generations of Chinese, they still have this bad memory. So I don’t think even with very high pressure from the West, China will practice that, particularly since the open-door reform, as China has found its own way of development.
